I'm confused with the iphone 3gs?

I was thinking of buying one from the australian apple online store, but I'm slightly confused. When I get it, I want to stick in my vodafone prepaid sim card. I hear that you have to have a plan for the iphone though, is this true if I buy it from apple themselves? apple makes things so hard to understand but its time I get myself I nice phone
