Im am working on a 98 honda civic, their is like gas/oily mixture in the throttle bodd?

When i crank over the engine its sputters, fires a few times then quits. I checked fuel pump and filter. Ive noticed a black liquid ( maybe gas/oil) sitting below the throttle body in the intake. any suggestions as to what i should do here?
well after checking it again, it seems to be mainly oil that is in there. im trying to clean it out with a coffee filter and needlenode pliers
