I'm a type 1 diabetic and have been getting a weird rash?

I hate talking about this, and I wasn't sure where to post my question, but I am PRETTY sure that this rash is connected to my diabetes, so here I am. I keep getting this rash. Mostly on my feet but recently I have been getting it on my hands. These are the only 2 places I have ever had it. If my blood sugar level is HIGH then I definitely have it and it's a lot worse than normal, but I can also get it when my blood sugar level is low and/or normal. I get red patches of skin, and in this red patch a white ring appears. It's always nearly a perfect circle. I described it to my mum (and actually showed her it) and she mentioned ring worm. But I checked a medical thesaurus and it said that your skin goes white with RED circles, and these rashes last days or weeks. MY rash lasts only a few hours, but it burns! I have never felt anything like it before. It burns red hot and itches. The circles aren't always the same size, but it always burn with the same ferocity. The only way to cool it off is to soak an old towel in freezing cold water and wrap my feet up tightly until it stops. It mostly happens at night, but, again, not always. Do you have any idea what it could be?
