I'm 6'1, would a 15.5" bike frame be outrageously too small?

Don't really know much about these things. Looking at a 15.5" Gary Fisher Bitter close to me on eBay. Would only be road/heath use.
In reply to Jimmy S' question, it's cheap on eBay and I'm a student looking to replace a bike some locals were nice enough to steal over the Christmas period. So anything with two wheels and a two figure price tag
 
Yes it would. And why would you want a bike like that for 'road/health' use? It's a mtb.

BTW, I'm only 5' 7" and find an 18" hybrid fits me just fine.
