Illinois Sex Law Question?

I am not completely understanding the IL law. If a girl is 17, and a guy is 22. Is it legal? I dont understand the 5 years or older part. Does it mean a 17 year old "cant" consent to a partner 5 years or older then them? My understanding is a 17 year old can consent to a partner, up to the age of 22, but if they are 23 its becomes illegal. if this holds true, does it go by year in whole or a rolling calender year. Can some one clear this up for me. Thanks.
The thing I don't get is the legal age of consent in IL is 17.
 
it all DEPENDS ON HOW WELL THE COURTS ENFORCE THE LAW..... ITS MOST STATED THE ANYONE UNDER THE AGE OF " 18 " IN A RELATIONSHIP WITH SOME ONE OLDER IS CONSIDERED STATUTORY RAPE... BUT THEY ONLY ENFORCE IT IF THE PERSON IS IN BODILY HARM OR ASSAULTED...

Basically, yes. If she's under the age of consent, then she can only consent if they're within 5 years.

It goes by age- so on her 18th birthday, all restrictions are removed.
