I am currently on the job market. I receive calls from HR recruiters who conduct a telephone interview. The interviews seem to end on a positive note and they say "I'll e-mail you an application for you to fill out and mail back, and recommend that they interview you in person."
Most of the time, the application never arrives. Is this industry practice as a polite, passive-aggressive way to jilt a canidate they have illiminated on the phone interview?
