If you're caught speeding, how would you know if you were to face jail time?

My friend got caught and arrested for speeding. He was going 118 mph in a 55mph zone. He's due to go to court next month. How would we know if he's at risk for jail time?
He's 16, almost 17 so if there's no jail time it shouldn't affect him getting into college, right?
The state is Illinois
 
That would depends on your state laws first, but he would have to have many speeding tickets and moving violations in order to score jail time.
That said, he'll have a big fine and probably get his license suspended or probation.

I live in IL too.
