If you buy a used Verizon phone, does Verizon require you to buy the $10 data pack to...

...activate it? Basically, I'm going to buy a used/refurbished ENV Touch, but since it's considered a "quick messaging phone," would I have to add on the data pack to my monthly bill? I have the original Samsung Alias, but since I got it before Verizon introduced those fees for practically any phone with a keyboard, I'm currently not paying the $10 a month extra. I ask because since I'd be buying a phone outright (as opposed to upgrading with them), I'm not sure if I'm subject to paying that extra fee.

I know that the companies are just trying to rope everyone into smartphones and paying an extra $30 a month by making non-smartphones $10 or even $20 extra, so if I have to pay the $10 extra for an ENV touch, guess I'll be over here, holding on to my Alias indefinitely. At least a new battery for it would only be $7 on eBay. -_-
