if you buy a smart phone form verizon do you have to buy a data plan?

I want a smart phone but want to keep my current basic plan. I would get it when it is time to renew my conract. So can i do this with verizon
I want ot be able to use the web but pay 4 it as i use it like i do know with my env touch
