There will be a "chair" the person who usually speaks first and introduces the pannel, look and listen to that person, then to each as they are introduced, then to the one who speaks first with the first quetion, then to whomever speaks keep eye contact with that person. During slow times rove between members with an easy and slight profesional smile, then back to whomever speaks.

...contact with all of them? I have an interview and there are about eight through ten panel members. I want to be able to establish and maintain eye contact with all of them because it just seems more professional. How do you think I should go about doing so?

Focus on the moderator or head of the panel and only make direct eye contact with them individually when you answer a question or when they speak, making direct eye contact with someone who is not in direct communication with you could be perceived as confusion or even hostility not professionalism
