First of all, just because you go to a Chinese restaurant doesn't mean they don't know English. Sure, they may not grasp English to the full extent that most English speakers have but they still understand since they're in business with the public and people pick up on body movement as well.

You can just say, "Oh, no thank you" and smile. Just because they're not English speakers doesn't mean anything. They know what's up! : )
