If there was more chance for Graffiti art would this reduce the amount of vanderlism?

Just want you opinion on what the title says, it's for a school subject, I'm going to fail if I dnt get this finished buy this Thursday, do you think that this will make less vanderlism, I know that it isn't going to stop everyone but yeah jst leave me an answer, all answers are appreteated (unless stupid/ rude), thanks...
