If there was a super-secret gun law/ban?

Where every firearm own was forced to pay $50+ per weapon, be fingerprinted, photographed, and some other little nifty ideas, would the NRA and government keep it a secret from the citizens, or would they make it public before it passed? Is the US government so Neo-Nazi to sneak this ban by the people?
