If the Tampa Bay Rays win the World Series this year is their GM the best in...

...the history of baseball? I know Billy Beane gets credit for revolutionizing the game with "moneyball" but the Rays GM has actually gotten his team a pennant and two AL East titles with a small payroll against the top 2 payrolls in baseball --- the Yanks and Sox

I don't even know his name, I think its Andrew Friedman, but in my opinion what he has done for that organization is incredible and the best job in the history of GMs

NEVER before in baseball has a team had to defeat two teams with 4 times their payroll and beaten them, not once but twice so far in 2008 and 2010.

If they do it again after losing Pena, Crawford, Garza, Soriano, Balfour, etc then I don't think it can even be argued that this GM is the smartest man in baseball history. Thats just a fact based on the stats

Part 1...it is questionable that the Rays will win the WS...they might not even make the post season,

Part 2...he signed Manny Ramirez, and on the players he let go, as I see it, he had no choice.

They have a great manager, Joe Maddon, who is one of the best in the game...and the GM must be ok also, but I can;t see him being best ever.

It can be argued that Alexander Cartwright is the smartest man in baseball history since he is credited with literally putting the game on the field..
