If the statute of limitations is expired, does that mean that person can't be arrested?

I'm pretty dumb when it comes to understanding the law and legal terms.

I know when the statute of limitations is expired, that means that the crime that was committed can no longer be prosecuted, but does that also mean the person can no longer be arrested for the crime?
