If someone uses your facebook photos in public without your permission is it illegal?

An assistant dean of students at the University I graduated from got a hold of a photo of some of my friends through facebook and is using it in presentations around the country about protecting yourself on facebook. Is this legal if he did not have permission from anyone in the photo let alone the person who posted it?
 
It's only illegal if he's making money off of it or he's violating copyright laws. If he is, and he can't provide a model release, you can sue him.
