if someone keeps revving their moterbikes all the time round my area can i

complain to the council about it? these 2 guys round my area in london keep revving their moterbikes all the time and its really load and annoying but i was wonderin if this is something i can complain to the council about..they do it during the day and also at night...even one time at 4am its just getting really annoying
 
hiya, i phoned the police,and they came and sorted it out.no more noise now.
