If someone failed to appear in court for arraignment do they have a warrant now?

this person is charged with 3rd degree felony intoxication assault and on the public criminal records the last note on the case was made that they failed to appear so does this mean they now have a warrant issued for their arrest? or does it take a while before there is a warrant issued? if it does take a while for the warrant can they still be arrested ?
i already tried to find out forsure if they have a warrant by calling the police dept warrant division and also going down there in person but they wont release that kind of info they say they cant.
if a lawyer did go and represent them would the status on the case still be entered as "failure to appear" ????? /also would they still issue a warrant even if the lawyer represented them at the time?
