Beyond whose expectations? Certainly President Obama and his cohorts in the House and Senate have spent the last 6 years proclaiming defeat and drawing absurd analogies between Iraq and Vietnam, so is it HIS expectations that have been exceeded?
Certainly it wasn't the majority of the American public's expectations or the Marines themselves. I've been to Iwo Jima twice back in the 80's. I've seen Mt. Suribachi belching smoke, towering over the one end of the island. I've been to Peleliu and climbed to the top of Bloody Nose Ridge. I've been to Guam and Saipan. I've read the "The Coldest War" by James Brady and "The Coldest Winter: America and the Korean War" by David Halberstam. The 1st Marines fought and whipped 6 Chinese Corps as they fought their way our of The Chosin Reservoir.
