If its not a satelite or a planet then what it it?

At my moms house in my room, everytime when it isnt cloudy there is a flashing thing in teh sky and it dosent move. Its definatly not a UFO because i dont belive in it as far away as they say they are! I asked my brother and my mom what it was because im a huge person who is interested in space and the mood ect. They just replied "its proably venus or a star, or maybe a satelite" But im not sure. its out North-East. Somewhere around that area. But its so weird. Stars definatly don'y flash and change colour when it does.... At least i think it changes colour!

It appears most time when its not cloudy. Its way far away to be a plane
 
It could be some kind of warning light, situated at the top of a high building / tower / transmitter, to warn pilots / aircraft.
 
Does it blink regularly and change colour regularly? It might be a light on a far-away tower. Or it could be a planet/star with interference in the way (like a light behind a windmill can look like it's blinking).

Sometimes if you stare at a star for too long you see thing that aren't there. If you have a clever digital camera that can take pics once every 30 or 60 minutes, set that up and see how it moves throughout the night. If it stays in the same position it'll be a satellite (or some other artificial Earth trapped object) If it moves around the sky then it's outside of Earth's orbit.

It could be:

-an airplane flying toward/away from you
-a cell tower
-a radio tower
-a star (stars twinkle due to wind variations in the upper atmosphere)

If it's present every night, you can rule out an alien UFO. Not that it was ever a possibility.
 
Its most likely a light of some sort on top of a tower such as a radio tower etc.

The reason you only see it when it isn't cloudy is because the sky is much more clearer, so chances are its always there, meaning its a fixed object of some sort in the distance.
