If I'm just running the file locally, do I have to install a PHP server?

I'm a total newbie at this (I'm sure I'm not even using the right terminology, heh) and am having some problems finding the right answer, could anyone help? I'm trying to learn how to use PHP and XML with either Flash or HTML, and was wondering if I have to install that stuff on the php.net website that it says I need to run a server? I don't actually plan on putting the files on the web, I just want a little mini-reference on my computer that I can use and so it's going to stay local, offline. Do I still need to set up a server to get it to work...?
For example, I'm trying to run form data into PHP to save the form stuff into an XML file and then have it display the contents of the XML file. Will PHP not work like that unless I actually set up a server for it?
