if i was riding in the bike lane and this guy cut me off whose fault is it?

i was riding briskly in the bike lane that was on the same side of the road as this guy, and this guy turned off and he almost hit me. I had to slam on my brakes. Is this his fault or mine? He had his blinker on but shouldn't he have looked to see if anyone was in the bike lane right behind him? or is this my fault for following right on the back passenger side of the car? I felt like an idiot and im not even sure it was my fault.
 
It was the driver's fault for not checking his blind spot before making the turn. Usually, a driver doesn't need to check when making a turn but if there's a bike lane, he definitely needs to check or else he could run a biker over. But you should be more careful as a biker as well. You shouldn't be in his blind spot and if he had his blinker on, you should slow down too...because in a collision, you'd lose, hands down.
