If I put a governor on a Ducati 848, could it be a starter bike?

The Ducati can do 0-60 mph in about 3 seconds. How would governing the top speed help you? Check out all of the sport bike accidents on Youtube. They are either idiots doing 100mph wheelies or people who can't control their bikes in a parking lot. The latter would be you. The 848 is not a starter bike.
 
I feel like the displacement would be somewhat manageable and with the speed tuned down it would be a plausible starter bike. Does anyone agree with me?
 
dont really need it you can learn how to ride anything

your hands control speed and clutch
you can kill your self by tripping on shoe strings

if you feel the need to lower your speed by a moped and im not being funny really i learn on a mini to a 250 500 now a harley first street bike was a old honda 500 how you act on it what matters
get a smaller bike if you cant handle it i think you can
