If I purchase a used HTC Snap (US Cellular) from ebay, will I have to get the data plan?

I want to buy the HTC Snap from ebay. My carrier is US Cellular. Will I have to purchase the data plan when I activate it because it's a smartphone? I cannot afford the data plan so I need to know before I purchase this phone if it requires the data plan if I get it from ebay and it is used.
