Yes, but remember noon is most likely thier busiest time of day. Traffic also increases with everybody going out to lunch. If you use them again I would say something like this, " I need to make an order for delivery, but last time it took well over an hour before the driver arrived, can you give me an estimate of how long it will be today and if it takes more than an hour can I expect a discount of some sort"
