Probably not. because with the digital technology anyone can work on their computer by themselves.
And anyone who still uses film would probably have their own darkroom set up, or at least access to a lab to have it developed for them.
This is kinda similar to how I viewed the internet would develop over a decade ago. Back in mid-90's, I realized how big the internet would get. I thot that there'd be a chain of small stores, where you would pay by hour to get online. Even pay-booths at airports or such, where you'd access the internet. I completely did not see how each and every home and business in America and the world would have access to the internet. Heck, even our stupid cell phones have internet access.
Your idea has merit especially for those still interested in old photography. Even if you had modern digital equipment for digital camera users, I think your idea just doesn't have the appeal for people to use. It's use is extremely limited for public desire, since anyone with a laptop or computer can do their pictures themselves while watching "American Idol"!!
