If I get an iphone and DON'T pay the monthly fees can I use it as an ipod and

gaming system? so I looked at Iphones and saw 3Gs were affordable but then I looked at the rates and those isn't so affordable, so could I get one, not pay fees, and then use it like an itouch to play music and games? (o don't want to get an itouch as they are more expensive)
