if i don't have internet on my phone, but my phone allows me to connect with wireless..?

if i don't have internet on my phone, but my phone allows me to connect with wireless.. as in my linskys at home. would it let me go online on my phone without being charged by my carrier? i don't see why it would because i'm connected off my internet, not the companys. thanks!
