if i buy an iphone 3gs in philippines, can i use it in canada?

my plan is rogers right now and im planning to buy an iphone in philippines and then use it here.

i heard you have to unlock it to be able to use it. how do you do that?

and also, my current plan has internet. will i be able to still use the internet when i switch to the iphone? (such as safari)
