If I buy a smarphone from ebay/amazon, will T-mobile charge me with a data plan?

I want a decent phone but don't want to pay for a data plan. Will T-mobile notice and charge me? If I don't activate, what features will I miss out on? Will I be able to connect to wifi at least?
