If I buy a phone at Rogers with no contract or service, would the phone still be locked?

If I buy a phone at Rogers, like just the phone, no contract, would it still be locked to Rogers, or would it be unlocked so I can use another carrier's SIM card?

If it is still locked to that carrier, does anyone know WHERE else I can get phones that aren't locked, I don't mind the price.
