If I buy a Palm Pixi Plus or Palm Pre Plus on ebay, can I use it without a data plan?

I read somewhere that if I buy one of those phones (verizon version) off of ebay, I can just activate it with a normal plan and just have the data blocked. Is this true? I have the data blocked on the current smartphone I have now (Motorola Q) but I was just wondering if it will work with a newer one as well.
