There is no possible way to get an iPhone without the $30/month data plan. There never has been. If you somehow get around it then AT&T can automatically add it for you at any time without telling you. That was the first phone that required a data plan but now all smartphones (Blackberry, Windows Mobile phones, etc.) are required to have a $30 a month data plan. There probably is a way to get around it (although I bet it's difficult) with a normal smartphone but I'm pretty sure it's impossible to get an iPhone without a data plan. If you really don't want to pay for the data plan then get an iPod touch and a phone that doesn't require a data plan.
