You obviously don't understand evolution at all.
Evolution is not humanity at the top, chimps in second place, amoebas at the bottom. There is no reason to suggest that Africans are less evolved. If anything they are BETTER adapted to their circumstances than the rest of us, as they've been there longer.
Besides evolution (usually) takes a long time - we left Africa around 60 thousand years ago, a nanosecond in evolutionary terms, so any changes in DNA would be minute.
Plus civilization didn't really start in Africa, it started in many different places (China, the Middle East etc) - and civilization has nothing whatsoever to do with evolution.
