that the resources here are...? found 0.04% in the Universe. How are we going to survive with a low amount of natural resources within the Universe?
 
We can survive without non-renewable resources. Eventually humanity will have to rely on solar/wind/water power 100% for our energy uses. How and when (if?) we harness this energy is the question to be asking.

Your local government body is a good place to start.
 
You are assuming that humans will transcend there own solar system. I think you should first be concerned with 2 other things. The first is you should try to think of a way to fix the resource problem(ie being more resourceful is a good start), and you should try figuring how we can fly to other planets, because "shuttles" will never be a practical means to that end. Don't validate the effect until you learn what the cause is.
