If house Democrats allowed input from GOP in health bill, then why?

did they not include the GOP recommendation "Allow small businesses band together through associations and purchase health insurance for workers at a lower cost, just like large corporations and unions do."

Seems like a great idea, I guess because it came from the GOP the Democrats instantly classified it as a bad idea
