If God draws near to those who draw near unto Him, then where does the twain meet?

For the law made nothing perfect, but the bringing in of a better hope did; by the which we draw near unto God. Hebrews 7:19

So...the 'Law' made nothing PERFECT.....BUT the bringing in of a BETTER HOPE DID..what does this mean ?

And ....Through this better Hope which makes perfect we are able to truly DRAW NEAR to GOD ?

"Draw near to God, and he will draw near to you...." James 4:8

Blessed is the man whom thou choosest, and causest to approach unto thee, that he may dwell in thy courts: we shall be satisfied with the goodness of thy house, even of thy holy temple. Psalms 65:4
