and tropics to your zone i.e. finland
then submerging of coasts
change of wather patterns

So, if temperatures continue to cool like they have been for the last 10 years, it should get colder there.

Easy, it will be better for the Laplanders and their herds of reindeer. More of Finland will have longer growing periods thus they will be more self sufficient food wise. They will go back to a climate similar to the Medieval Warming Period so the over all population should increase. Places like Finland will see a lot more positives then negatives. It is places like the United States West that has always been dry that will get drier and will not be able to support all of the people who have moved their in the past 50 years.
