...is downwards, why do we use 9.81? Little g calculated this way is 9.70 or something like that. And the additional force due to circular rotation on a point on the earth is 0.11 or something like that.

But why would you use 9.81 when calculating reaction forces from the earth, because it shouldn't be 9.81ms^2 as this would mean the person is in equilibrium, but really they are accelerating as they're moving in a circle.
