...writing samples, media...)? is there a certain protocol for how you submit it?
writing samples is obvious, and i'm assuming media projects would be sent on a cd, dvd, or flashdrive, but what about photographs?
do you have to send a tangible copy of the photographs, or can you just put them on a cd or flashdrive?

this is for a scholarship from the actual school, not an outside source, i don't know if that is important or not.

The best would be to send them a CD with copies of your tearsheets with your writing and photography in the articles.

Other than that, send a nice, organized sample of the areas of photography, video or other visual art that you do as well as some samples of your writing.

Usually a school or scholarship panel will give you a sheet with the list of guidelines on it. Did they forget to include that?
