owner have to pay to get it fixed I have a friend who baught a car and the first thing that went was the ALT. and he's worried it will fail smog. who would be overall at fault? would the seller be obligated to fix it?

Depends. If the bill of sale says, "AS IS", then the new owner is responsible. If it has any kind of warranty or guarantee, then the previous owner is responsible.

I dont' believe so, but here in Fl it is illegal to sell a vehicle that won't pass the test-it is up to the buyer to obtain the certificate before the sale.
And if the car had the "as is-no warranty' sticker on it, then the seller is not liable in any way.

that just depends. if the seller sold the car(as is), then tell your friend its his baby, he is stuck with it of get rid of it.
