If a Dance group wanted to Perform publicly would they have to ask permission?

If my dance group and I wanted to put on a spontanious show at the ( EXAMPLES: the mall, outside movie theater, court house plaza.) would they have to ask permission to dance to music on a boom box?

Did the people who did the Flash dances have to ask permission first before they did it?
