If a car is registered in a different state, does it have to obey the

vehicle codes for the state you are in? I have a car that i can get registered in ak but im in the military and live in ca. I have mods done to it which are legal in ak but not ca. If i get it registered in ak does it still have to comply with ca vehicle codes?
