I like these questions, mostly because they gave you way too much information.

If you know it is making 103 revolutions per minute, we just need to convert that to radians per minute. There are 2 pi radians in a revolution, so there are 206 pi radians per minute on any given point on the tire.
 
A revolution goes through 2pi radians in 1 revolution. So 2pi x 103 = 206pi radians / minute = 647.2 radians / minute.
 
there are 2 PI radians in a circle so each revolution is 2PI radians
103 revolutions per minute = 2PI * 103 radians per minute
2 * 3.14159 * 103 = 647.16754 radians per minute
The diameter of the wheel doesn't matter
