Idiot tattooist outlined to color instead of shading?

I got a tattoo 2 years back from an amateur tattooist who had just gotten a machine..Well he had all the equipment but no skill and he outlined instead of shading for my palm sized tattoo and it hurt like hell.I am thinking of getting it removed(Laser) and am wondering if it would be more difficult to remove(because I am 15 and have a budget.........)
