I would like a kiln for ceramics, but I am not rich, what should I do?

I would like a ceramic kiln that I could just plug into my wall. I would build an underground one but my backyard is small not allowing the 10' distance required. I don't trust myself or anyone else to build the kerosene drum one. They are sooo expensive on craigslist, once in a big while they do have a reasonable one though. unfortunatly I never have the funds when one is available. I also do not know the first thing in what to look for in a kiln, how do I know if it will connect to my wall, maintenance. I can work magic with the clay though and I would like a reliable kiln. Everywhere that fires is too expensive and/or too far away to do pay per peice firing. I live in southeastern CT.
The closest shop to me would be meiklem kiln works, then rusty kiln, then someplace in mystic or westerly I forget. Rusty kiln I would need way more than I am willing to spend. Meiklem generally will not fire outside of classes and they sell only a few sculpting supplies, although the lady said I would have to talk to the ceramics person. There is an ceramics society over by the university of RI but it is atleast a 45min drive and $400 a year. 3-400 is all I am willing to spend and only due to my tax return so I have a narrow window of getting this. I thought about ebay but I am thinking the shipping cost would not make it feasible. It would be nice to get a decent size kiln but if need be if I can get one that is big enough to fit a bowling ball then I could work with that. I think that is the size they fire jewelry, maybe a lil bigger? I was planning on firing in my basement. It is pretty sparse down there. Although I could fire outside if need be, I would need ventilation?
