I work in a care home in surrey and the boiler is broken what is cqc reg. on this?

The care home i work in, boilers has broken and there is no how water. I want to know if we are still legally aloud to carry on operating if the is no hot water. the boiler needs a new part and will take about 5 days to be replaced. In the mean time 7 residents have no hot water and are not able to shower or bath. Most of them are in them are over 55yrs. I personally think this is neglect and that we should have a plan for an event for such as this but sadly we dont, is there any government ruling or Care Quality Commission rules we must follow. as a care home for people with learning disabilities we must follow all of CQC's guide lines. Is there anything that i can quote to my boss and say that we are not aloud to carry on keeping these people hear until there is hot water from a legal stand point.
