...now? So why is it that of the 4 restaurants in Saitama prefecture I've been to since the ban began, 2 of them allow smoking?

I believe there's some kind of exception that some restaurants qualify for, but what does it involve?

Thanks for any sensible answers that actually explain the guidelines.
