I was sent a photo radar ticket with a wrong speed?

I drive home from work and take the freeway everyday here in phoenix arizona. Recently on a freeway they installed photoradar and I noticed it was flashing people going the speed limit. Recently i decided to try an experiment to see how close i could get to getting flashed. I found out it flashed you for going 59mph in a 55mph. Come to find out once i got my ticket it said 66mph!!!! my speedometer is NOT broken. I have NEVER been pulled over by a cop. Legally can i sue Arizona for posting a false speed, and also how can i avoid this ticket. Any advice?
I guess i need to reiterate, MY SPEEDOMETER IS NOT BROKEN. I've been driving almost 6 years now and have NEVER gotten a speeding ticket. I drive about 40 miles a day and have never been flashed anywhere else nor have i been pulled over for speeding. If my speedometer was 7mph off you can bet i'd have been pulled over long ago, especially considering i normally drive 5mph over, like every other person.
PSS, this ticket will not be paid. It is under my grandpas name so i will have him tell him he doesn't know me, that and we will simply ignore it if that doesn't work.
It appears most of you are missing the point here.....The photoradar ticket LIED. I was going 59mph and i have been cited going 66mph. I checked the website and it states it only takes pictures for people going 11mph over. The point wasn't technically i was speeding by 4mph, the point is, the system is corrupt trying to get people to pay tickets for speeds they were NOT going.
