I was in a car accident and insurance company says they will only pay half?

I was in a car accident about 26 days ago and i was NOT at fault. I was coming out my works parking lot and my co worker was in front of me he stoped his truck then he reversed into me and crashed. we both said we deal with it later on in the day since we both were going to work. later on that day we called our insurance companies, mine said to call his so i did, he admitted fault so they told me to go to a repair shop so i did. 2 weeks later i called to check on my status and they said since i did not file a police report they are only covering half (500+). I really need help on what to do cause my deductive on my insurance is 500 and i don't have that kinda money to spend and since it was not my fault and he admits to his insurance company and to me that he was at fault i shouldn't have to pay. I live in Illinois, Cook County
State of Illinois a police report is not required if there is no injury involved.
